Capital Improvement Projects
The Town of Yucca Valley's Capital Improvement Program (CIP) is a planning tool for the expenditure of resources for public infrastructure. The CIP identifies existing and proposed public improvement projects, special projects, and on-going maintenance programs as well as addressing the implementation strategies.
The Capital Improvement categories include: Street and Highway, Parks and Recreation, Public Facilities, and Town owned properties.
This program is outlined in a proposed five-year capital budget of general government resources and intergovernmental grants and reimbursements. Town Council has final approval of each project based on recommendations by staff after receiving thorough review, approval by the appropriate committees and/or commission, and addressing concerns of all parties, including the public, affected by the project.

Fiscal Year 2024-2025
Palm Avenue Widening and Parking Lot Project
Category: Streets & Highway
Description: Widening Palm Avenue including the construction of curb, gutter, sidewalk, driveway approaches, ADA ramps, and installation of AC Pavement. Additional parking to be included for the south west corner lot Palm Avenue and Sunland Drive.
Location: Palm Avenue from Sunnyslope Drive (N) to SR 62.
Schedule: Project estimated to begin design in fiscal year 2024-2025
Senior Center Modernization Project
Category: Public Facilities
Description: Facility modernization including restroom, lobby and entry, flooring, exterior appearance and other visual improvements.
Location: Yucca Valley Senior Center, 57088 Twentynine Palms Highway
Schedule: Project construction scheduled to begin in 2025.
Town Services Consolidation and Public Meeting Space Project
Category: Town-Owned Properties
Description: The Town Services Consolidation Project rehabilitates and consolidates the existing Town hall, vacated library space, and approximately 1,700 SF of new space for a total facility size of 14,000 SF. With considerable focus on related infrastructure improvements, including landscaping, parking expansion, circulation improvements, and solar upgrades, the proposed project would provide a full-service municipal services facility for the public over the next 15-20 years.
Location: Yucca Valley Town Hall, 57090 Twentynine Palms Highway
Schedule: Project is currently in the conceptual design phase.
Town Wide Crack, Slurry and Cape Seal Project
Category: Streets & Highway
Description: The annual maintenance effort is implemented to extend the lifetime of the roadway pavement throughout the Town prior to roads deteriorating to the degree where road reconstruction is necessary.
Location: Package B
Schedule: Project to begin in fiscal year 2024-2025 and end in fiscal year 2025-2026
SR 62 Widening Project - Sage Avenue to Airway Avenue
Category: Streets & Highway
Description: The project consists of widening the highway from Sage Avenue to Airway Avenue, installing new traffic signals and relocating SCE poles.
Location: SR 62 from Sage Avenue to Airway Avenue
Schedule: Project is currently in the conceptual design phase with SBCTA.
Yucca Trail Widening - Palomar Avenue to La Contenta Road
Category: Streets & Highway
Description: The limits for this project are Yucca Trail, from Avalon/Palomar Avenue to La Contenta Rd. The project will consist of widening Yucca Trail by providing a shoulder on East bound and West bound lanes. Additionally, the project will include concrete head walls for four wash outlets for water crossings over Yucca Trail and additional street lights.

Community Center Athletic Facility
Category: Parks and Recreation Facilities
Description: Construct a tournament-style Pickleball courts with lighting, seating, shade. Future phases will include public art sculpture/ signage, construction of a new walking path, a new picnic shelter, renovate basketball courts and skate park and construction of a new interactive play structure focused on learning, health and wellness.
Location: Community Center, 57090 Twentynine Palms Highway
Schedule: Project is scheduled to begin construction in 2025.
Old Town Beautification and Sustainability Project
Category: Parks and Recreation Facilities
Description: The project will transform a vacant eyesore lot into a beautiful public gathering and recreation space that will support community cohesion and local economic development in the Old Town part of Yucca Valley. We will use sustainable and innovative features to make this location a point of pride in the Town.
Phase 1 of the project will consist of building a parking lot to accommodate approximately 97 vehicles, 4 dual-port electrical vehicle charging stations, public restroom, shade structure and lighting.
Location: Elk Trail, between Yucca Trail and Twentynine Palms Highway
Schedule: Project is currently in the construction phase and scheduled to be complete in January 2025.
Proposition 68 - Aquatics and Recreation Center Project
Category: Parks and Recreation Facilities
Description: The YV ARC is a proposed year-round aquatics facility consisting of three pools: a 6-lane, 25 by 27 yard, swim/lap competitive pool; an 8,300 SF recreational pool, and a 1,500 SF therapy pool. Recreational pool features will include: a zero-depth entry, four lap-swim lanes, a waterslide, and a wet-play structure with multiple splash features. The facility plan shows a 37,200 SF single-story building with a 12,300 SF natatorium, a 700 SF wet multi-purpose room, a 1,450 SF multi-purpose activity room, 1,370 SF of staff offices, and a 9,250 SF gymnasium. Supporting these program elements are an 850 SF lobby, locker rooms, restrooms, and storage facilities. Ground level parking and a photo-voltaic solar panel system are included in the overall project.

Schedule: Project is currently in the construction phase and scheduled to be complete in Winter 2026.
Machris Park - Concrete & Playground Equipment Replacement
Category: Parks and Recreation Facilities
Description: The project will consist of the demolition of the existing basketball court, grading, and compacting the area for a re-pour of new concrete, based on the existing dimensions, and apply 4,300 SF of court surfacing. The project will also include the removal and replacement of existing playground equipment at the park.
Location: Machris Park
Schedule: Project is currently in the construction phase and scheduled to be complete in Spring 2025.
Yucca Mesa/Buena Vista Intersection Improvement Project
Category: Streets and Highway
Description: The intersection between Yucca Mesa Rd. and Buena Vista Dr. are showing signs of deterioration as it is part of the designated truck route for the Town as well as daily commute for residents living in the area. Engineering staff has indicated that current road conditions will soon become a hazard and have discussed a possible solution to mitigate it. Staff has determined that the widening of this intersection as well as upgrading the existing pavement to concrete, will create safer and longer-lasting road conditions.
Location: Yucca Mesa Road, north ans south of Buena Vista Drive
Schedule: Project is currently in the conceptual design phase.
Berm Repairs and Replacement Project
Category: Streets and Highway
Description: Due to the large amount of damage to public roadways from wear and tear over the years, the Town will be performing asphalt berm repairs as deemed necessary. The work to be performed consists of installation of rolled asphalt berms, and/or repair of existing asphalt berms, and all related work.
There are approximately 25,000 linear feet of missing/damaged berms within Town limits, all of which are included in this project.

Schedule: Project is currently in the construction phase.
California Welcome Center Roof Replacement
Category: Public Facilities
Description: The Town has an existing agreement with the Desert Regional Tourism Agency (DRTA) to staff and operate the Yucca Valley location of the California Welcome Center (CWC). The Town-owned facility is in need of roof maintenance.
The work to be performed consists of removal and disposal of all existing roofing to the decking, installation of new roofing, and the replacement of all flashing and roof drains.

Schedule: Project is currently in the construction phase.
Miracle Field Replacement Project
Category: Parks and Recreation Facilities
Description: The Miracle League Field is in need of a surface replacement as it is well used by the Miracle League. This project involves the removal and replacement of roughly 16,000 SF of the rubberized surfacing to eliminate the existing cracks and the current field surface deterioration. This will provide a safe and accessible playing environment for the Miracle League participants.
Location: Brehm Park
Schedule: Project was completed in September 2024.
Essig Park Improvements
Category: Parks and Recreation Facilities
Description: Dog park renovation including installation of irrigation system, landscape improvements and installation of concrete walkway.
Location: Essig Park, 8490 Warren Vista Ave
Schedule: Project was completed in November 2023.
Onaga Trail Pedestrian Improvement Project
Category: Streets & Highway
Description: Construction of sidewalks, curb and gutter, handicapped ramps, and driveway approaches
Location: Acoma Trail to Sage Avenue
Schedule: Project was completed in June 2023.
Little League Pedestrian Improvement Project
Category: Streets & Highway
Description: Construction of sidewalks, handicapped ramps, driveway approaches, crosswalk, and installation of bike route signs. All improvements will be designed and built to the latest ADA requirements.
Location: Palm Avenue to Sage Avenue
Schedule: Project was completed in June 2023.
Tennis Court Resurfacing/ Basketball Courts - Jacobs Park, Paradise Park, Machris Park
Category: Parks and Recreation Facilities
Description: The work to be performed consists of repair and resurfacing of tennis and basketball courts including removal of all tool marks and ridges; repair all divots and cracks with acrylic and special fillers; resurface court; and striping and appurtenant work and materials.

Schedule: Project was completed in 2023.
2023-2024 Package A - Crack, Slurry and Cape Seal

Description: The annual maintenance effort is implemented to extend the lifetime of the roadway pavement throughout the Town prior to roads deteriorating to the degree where road reconstruction is necessary.

Schedule: Project was completed in August 2024.
North Park Improvements Project
Category: Parks and Recreation Facilities
Description: Construction of a new parking lot and restroom facility for North Park. The parking lot would then allow for foot traffic via a new trail to existing North Park trail head.

Palomar/Yucca Trail Intersection Improvements
Category: Streets & Highway
Description: Widening Palomar north and south of Yucca Trail to include left hand and straight movement and signal modification.

Yucca Valley Branch Library

Description: Design and renovation of the old PFF bank to the new branch library; including EV charging stations

Yucca Trail Safety Improvements

Description: The project consisted of widening Yucca Trail, providing shoulders on both sides and a center striped median with left turn movements into all intersections
Location:Yucca Trail, from Warren Vista Avenue to the west side of the Avalon/Palomar Avenue intersection
Schedule: Project was completed in fiscal year 2020-2021
Town Sewer Later Connections - Package B
Category: Town-Owned Properties
Description: Design of wastewater connections and the construction to hookup Town Owned Property within Package B
Location: Jacobs Park, Brehm I and Brehm II, Tri-Valley Little League, Welcome Center, Town Hall Complex/Senior Center
Schedule: Project was completed in fiscal year 2020-2021
Yucca Valley Elementary School Sidewalks
Category: Streets & Highway
Description: Construction of sidewalk, curb & gutter, and handicapped ramps on Pueblo Trail.
Location: Pueblo Trail between Hopi Trail to Bannock Trail.
Schedule: Project was completed in fiscal year 2019-2020
Palm/Grand Alley Improvements/Pima Trail Improvements
